Every block you travel in the Nether equals 8 blocks in the Overworld. So to find where your Nether portal should go, divide your Overworld X and Z coordinates by 8. To find the matching Overworld spot from the Nether, multiply by 8.
No, Y (height) isn't scaled by the 8:1 ratio. Keeping your Y coordinate consistent between portals increases the odds they link the way you expect.
When you step through a portal, Minecraft searches for an existing portal within a 128-block radius (measured in Overworld blocks) of the converted coordinate before creating a new one. If your existing portal is outside that search area, a new one gets generated instead.
